Ordinance 2025-47 — Iron Row Fire-Safety & Craft Continuity Act (Overview)

Purpose (short): To reduce fire risk in the Iron Row artisan district, preserve active workshop use amid redevelopment, and provide targeted assistance so small proprietors can comply without undue hardship.

Authority: Enacted by the Council of the Kingdom of Eyehasseen pursuant to its powers to protect public safety, preserve historic trades, and regulate land-use within municipal boundaries.

  • Kit requirement: All ground-floor artisan workshops within the Iron Row boundary must procure and maintain a Basic Fire-Suppression Kit (portable pump, two fire blankets, sand container, and written instructions) and register that kit with the Guilds Office and the Office of Fire Wardens.
  • Redevelopment condition: Any redevelopment application affecting three (3) or more adjacent parcels in Iron Row must include a Craft-Use Plan demonstrating that not less than 40% of ground-floor frontage (or area) will be allocated to active artisan workshop space or communal workshop facilities.
  • Financial support: A Treasury-administered microgrant facility is authorized to subsidize kit procurement and minor retrofit costs for qualifying small proprietors.
  • Tool Bank mandate: The Guilds Office will prepare and submit a Tool Bank plan to expand shared access to specialized equipment for apprentices and low-income proprietors.
  • Inspections & enforcement: The Office of Fire Wardens will conduct compliance inspections; noncompliance after cure periods incurs a weekly fine (10 aureals/week) credited to an Iron Row Recovery and Safety Fund. Redevelopment applications lacking a complete Craft-Use Plan will be returned without fee.

Timetable (practical)

  • Effective: Ordinance effective 10 days after enactment/publication.
  • Kit compliance: 30 calendar days from effective date to procure and register Basic Fire-Suppression Kits.
  • Tool Bank plan: Guilds Office to submit plan within 180 days.
  • Quarterly reporting: Joint reports by Guilds Office and Fire Wardens to Council for first 24 months.

Penalties & Remedies (concise)

  • Notices of Noncompliance with a cure period (≤14 days).
  • Ongoing noncompliance: fines accrue at 10 aureals per week.
  • Redevelopment noncompliance: application returned; ineligibility for expedited review/incentives for two years.
  • Hardship waivers and narrow variance procedures available; appeal route to Council preserved.
